Lore
New Pact recruits don't get the good hardware. They get the Levy. Two
cannons, steel plate, and a hull rated to survive exactly as long as
necessary. No targeting computer. No sensor suite — learn to use your
eyes. With only 1 CPU to spare after the default loadout, the Levy doesn't
allow modifications because there's nothing left to modify. It's mass-produced
in bulk at War Citadel from materials that don't require the supply chains
the better ships depend on. If you come back from three sorties in a Levy,
you've earned an upgrade. Most do.
