The Federation does not maintain a military in any sense the Crimson Fleet would recognize. It maintains contracts. The Haven Fleet Operations Center is the headquarters of the Trade Security Division — a fleet of Overhead-class patrol vessels under performance-based service agreements with the Federation's commercial interests. Every patrol route is a contract. Every resupply cycle has a line item. The ion charge reserves are the most expensive input, because ion charges are what Overhead captains reach for when negotiations have definitively concluded. The fleet operations director measures success in benchmark compliance. The patrol captains measure it in cleared shipping lanes.
