Faction Ship Hangar Always On
A proper enclosed hangar with gantries and tug drones, large enough for a serious shared fleet. Members park ships here for the whole faction to draw on: gift a docked ship to the faction to store it (send_gift recipient=faction ship_id=<id>), and take one out with switch_ship (claiming transfers ownership). Holds up to 50 ships. Upgrade to a Faction Fleet Yard (L3) for capital-scale capacity.
